		<description>PA has not passed a Constitutional amendment banning same-sex marriage in the past. PA passed in its legislature what is known as a DOMA law (a so called Defense of Marriage Act) in 1996, similar to the US Federal DOMA law. This is not the same as a Constitutional amendment. If we did already have a Constitutional Amendment in place, we would have almost an impossible time overturning it. Luckily, activists and fair minded legislators across the state have beaten several attempts to pass an anti-gay amendment to the PA Constitution. 

Also, New Hampshire has now passed its marriage quality law.
